Is strange. He hates most cars everyone likes (My Trans am, e30s, miatas, etc). He tells me today he wants a Mustang II. I'm not sure how to react to that one. So yeah... Weird.

So clearly he wants a big, retro styled cruiser. Probably with a slushbox. To drive slowly in and enjoy just cruising
I say more power to him. And shame on you for being a bastard. Speed and handling characteristics are not the be all end all.
And theres something excellent about taking the slowest, most lethargic car you can find and pushing it to its limits.
This from a guy who mods 2 stroke <100cc mopeds into ball blasting 45mph (with my 21olb self on them) crotch killers. I can absolutely see the allure of a mustang 2. Its an underdog.

You see, he says he wants an old car but doesn't want to work on them or spend a lot of money on then. I don't want to let him get a car, have it stop running, and then have him give up on it. Also, handling and crap isn't what I totally value in a car. I own a 2nd gen Trans am that has less than 300hp with slightly boat handling.

Some mods is an understatement. The 302 made like 120hp in the Mustang II's. They would need a lot of mods to make more power. Like... an engine. A 331, C4, 9" (with a locker), is just about right
